Born on June 3, 1946 in a family of a veteran of the World War II (Great Patriotic War of 1941-1945). Graduated the Moscow State Institute of International Relations (MGIMO-University) and passed a post-graduate course at the Institute of World Economy and International Relations of the Russian Academy of Science. Has a Doctor's degree and a title of Professor.

For many year has been working in the Russian diplomatic service at the Ministry of Foreign affairs of the Russian Federation and representations in several european countries, the USA, Canada.

Gave lectures in the Diplomatic Academy of the Russian Ministry of Foreign Affairs, conducted study-courses at universities of Munich, Hamburg, Warsaw, at George C. Marshall European Center for Security Studies, Pearson Peacekeeping Center in Canada. A member of Scientific Council for International Relations and External Policy of Russia of the Russian Academy of Science. From 1988 to 1999 directed a Russian Training Center for specialists in peacekeeping operations of the United Nations in former Yugoslavia and Haiti.
